1.I would address the first challenge by having application software that allows data entry b        from the hospitals having a centralized system. The system should be working in such a way that it allows the integration of the data entered at the hospitals and the emergency rooms.

For the second challenge, I would ensure that the data entered by the patients is authenticated such that each of them has a unique password to the profiles they create.

For the third challenge, the issue of funding for the support of the system should be through outsourcing and also having extra charges as maintenance fees for the system.

The best way addressing the fourth challenge is by having software that can assist the staff in the data analysis. Most of the software require only data entry and then they generate the results as desired by the user.

2. I think the challenge of developing an interface to the applications used in the hospitals is the most important. It is because the hospitals have different application vendors, different data standards, and the unwillingness of the IT staff to work together in implementing the interfaces.
3.  If I redirect IT resources for the project as the hospital CEO, I would want the agency to ensure that it trains the hospital staff on how best they can benefit from the project. Agood benefit from the organization is by having integrated data of all the cases reported to help the organization assess the major problems that patients go through and also the potential health risks in their areas of operation. Hence, the hospital clinicians can take the necessary measures before such issues arise.
4. Thesystem to be developed is likely to posepotentialproblems. However, thebenefitsrealized from it are farmuchbetter than theproblems. In addition, thepotentialproblems can be handled in otherways that do not affectthe implementation of thesystem.
